To update the Committee on the progress of implementing the consultation on the Local Plan Review, following the Committee’s consideration and approval of the consultation document at its meeting on 9 November 2020.

Local Plan Review Regulation 18 Preferred Approaches Public Consultation Update

 

1.       INTRODUCTION AND BACKGROUND

 

1.1     At its meeting on 9 November 2020, the Committee considered the public consultation version of the Local Plan Review (Regulation 18[1]) and the plan, together with its sustainability appraisal, were approved for consultation.  Consultation and pre-consultation arrangements were also agreed, so that public consultation on the plan would be undertaken between 1 and 22 December 2020. The Committee authorise the Head of Planning and Development, in conjunction with the Chair and Vice-Chair of the Committee, to make subsequent minor amendments and factual alterations to the consultation document.

1.2     The Committee requested that factual changes be made to the plan regarding matters that had been raised by a cross-section of Members during the discussion on the report.

1.3     Officers are now implementing the consultation arrangements for the plan, and progressing pre-consultation engagement with Parish Councils, infrastructure providers and statutory bodies, and developers during the run-up to the consultation period.

1.4     Where relevant, the proposed factual amendments to the consultation document raised by Members at the 9 November Committee meeting will be incorporated into the Local Plan Review prior to the commencement of consultation.

1.5     This report is for noting only.

 

 

 

 

2.   CONSULTATION RESULTS AND PREVIOUS COMMITTEE FEEDBACK

 

2.1     An initial stage of public consultation under Regulation 18[2] has been completed. The consultation considered and sought responses on the ‘Scoping, Themes and Issues’ for the Local Plan Review and took place between 19 July and 30 September 2019.  Over 550 responses were received, and the analysis was fed back to this Committee in March 2020.

 

 

 

 

 

 

 

 

3.       NEXT STEPS: COMMUNICATION AND IMPLEMENTATION OF THE DECISION

 

3.1     The Local Plan Review Preferred Approaches Document and the Sustainability Appraisal of spatial approaches will be published for public consultation between the 1 December and 22 December 2020.  Pre-consultation on the plan will be undertaken with the bodies identified in paragraph 1.3 of this report.
