MAIDSTONE BOROUGH COUNCIL

FULL COUNCIL

31 JANUARY 2022

REPORT OF THE DEMOCRACY AND GENERAL PURPOSES COMMITTEE TO BE HELD ON 26 JANUARY 2022

APPOINTMENT OF INDEPENDENT PERSON FOR THE INDEPENDENT REMUNERATION PANEL

In accordance with the requirements of the Local Authorities (Members’ Allowances) (England) Regulations 2003, the Council is required to have an Independent Remuneration Panel (IRP) whose purpose is to make recommendations to the Council on its Members’ Allowance Scheme and that of Parish Councils. These include recommendations on childcare allowances, pension arrangements, and travel and subsistence among other considerations.

An executive system of governance will be introduced with effect from the annual meeting of the Council in May 2022. The IRP is required to meet to review the Members’ Allowance Scheme ahead of the new governance arrangements coming into place.

The panel consists of three independent people, and there is currently one vacancy. At its meeting on 26 January 2022, the Committee will interview candidates in closed session for the position and make a recommendation to Council that the preferred candidate be appointed to serve on the Independent Remuneration Panel when it meets in February 2022.

The recommendation of the Democracy and General Purposes Committee will be reported orally to the Council at the meeting on 31 January 2022.
