1.            ALLOCATION OF SEATS ON THE COBTREE MANOR ESTATE COMMITTEE

 

1.1     Under the Local Government and Housing Act 1989 it is the duty of the Council, when acting as Corporate Trustee of the Charity known as the Cobtree Manor Estate, to review the representation of the different political groups on the Cobtree Manor Estate Committee.

 

1.2     As set out in the Constitution, the Cobtree Manor Estate Committee has four Members.  It is proposed that the membership be increased to five, and that the Constitution be amended accordingly.

 

1.2     To achieve political balance, the allocation of seats on the Committee would be as follows:

Liberal Democrat

Independent

1.3     Section 17 of the Local Government and Housing Act 1989 provides for exceptions to the political balance requirements.  The Council can amend the political balance of a Committee provided that notice of the intention to give such consideration has been given to all Members of the Council and that when the alternative arrangements are put to the vote at the Council meeting, no Member of the Council votes against them.

 

1.5     RECOMMENDED:

 

1.5.1   That the membership of the Cobtree Manor Estate Committee be increased to five, and that the Constitution be amended accordingly.

 

1.5.3   That the allocation of seats on the Cobtree Manor Estate Committee as set out below be approved:
