1. Call in –
Cllr Munford has confirmed that he requested that the application should be reported to committee rather than dealt with under delegated authority. Although it has not been possible to trace the original request, in any event it was necessary to report the matter to committee as the recommendation for permission is contrary to the views of the Parish Council.
2. Additional comments –
The occupier of Bocton Oast, Lower Farm Road has made the following comments on the application:
1. Move construction site access away from planned position at corner of road to further east on straight section for two reasons.
a. ensure clear visibility for vehicles either turning in and out of site and for passing vehicles.
b. remove the noise, dust and mud from existing construction entrance away from existing dwellings.
2. Ensure ground level on the west of the site next to Bocton Oast is not made any higher than existing ground level and that mounding is spread evenly across site.
3. The 15m woodland screening proposed for the west of the site next to Bocton Oast is made up of a variety of local native trees and not fast growing evergreens of a single variety.
4. Ensure vehicle access is restricted to the east of the site furthest away from Bocton Oast and that only pedestrian access is allowed from the proposed access gate west to the Bocton Oast boundary in order to maintain privacy and reduce noise.
3. Recommendation - remains unchanged but the matters raised above could be dealt with within the context of the recommended conditions, as follows:
1. The original position of the access has been agreed by the highway authority and the suggested relocation has not been the subject of any reconsultation
