1. URGENT DECISION TAKEN BY THE EXECUTIVE

RECOMMENDED:

CABINET MEMBER FOR PLANNING, TRANSPORT AND DEVELOPMENT
1.2.1 The Cabinet Member for
Planning, Transport and Development agreed on 6 November 2014 that the decision
set out below was urgent and needed to be actioned within the call-in period.
In accordance with the Overview and Scrutiny Procedure Rules of the
Constitution, the Mayor, in consultation with the Head of Paid Service and the
Chairman of the Planning, Transport and Development Overview and Scrutiny
Committee, agreed that the decision was reasonable in all the circumstances and
should be treated as a matter of urgency and not be subject to call-in.
1.2.2 Park and Ride Site
Sittingbourne Road
To consider the options available in relation to the Park and Ride site
located at Sittingbourne Road following negotiations with the land owner Gallagher
Properties Limited.
1.2.3 Decision Made
a) That the Council enters into a further 12 month lease on the
Gallagher Properties site whilst the longer term transport strategy
and Local Plan details are finalised;
b) That a review of the
strategic aspects and operational
arrangements of Park and Ride is requested of the Planning,
Transport and Development Overview and Scrutiny Committee;
and
c) That delegated authority be given to the Director of Environment
and Shared Services, in consultation with the Cabinet Member
to bring the lease negotiations to a successful conclusion.
1.2.4 Reason for Urgency
The Cabinet Member for Planning, Transport and Development determined
that his decision was urgent because the
lease to occupy the Park and
Ride site was due to expire on 8 November 2014 and therefore the
decision was considered urgent to enable services to be provided under
a
new lease agreement as soon as possible.
