Report of the Assistant Director of Environmental Services - Park and Ride Establishment and the introduction of CCTV monitoring
Issue for Decision
To consider the recommendations made by the Regeneration and Sustainable Communities Overview and Scrutiny Committee regarding customer satisfaction, CCTV and sustainable Park & Ride funding.

That the responses, as set out in the attached Scrutiny Committee Recommendation Action and Implementation Plan, be agreed
Reasons for Decision
On 14th April 2009, officers attended the meeting of the Regeneration and Sustainable Communities Overview and Scrutiny Committee, to present an update on proposed changes to the Park & Ride establishment and the introduction of CCTV monitoring.
The Committee raised questions with officers on a number of matters and made three specific recommendations which are provided in the Appendix to the Report of the Assistant Director of Environmental Services.
The recommendations relate to the concerns raised by the Committee in relation to maintaining customer service levels and the installation of CCTV to monitor security at each site. The Committee also urged Planning Policy to expedite the work on the sustainable funding of Park and Ride.
Alternatives considered and why rejected
It would be possible to not respond to the Overview and Scrutiny Committee’s recommendations. Clearly this would not be a positive action from me and is not recommended.

Report of the Assistant Director of Environmental Services - Residents Parking and Monitoring of the Scheme
Issue for Decision
To consider the recommendations made by the Regeneration and Sustainable Communities Overview and Scrutiny Committee regarding residents parking and monitoring of the scheme.
Decision Made
That the responses, as set out in the attached Scrutiny Committee Recommendation Action and Implementation Plan, be agreed.
Reasons for Decision
On 23rd April 2009, myself and officers attended the meeting of the Regeneration and Sustainable Communities Overview and Scrutiny Committee, to respond to the call in regarding objections to traffic regulation orders for both on and off street parking.
The Committee raised questions on a number of matters and made four specific recommendations which are provided in the Appendix to the Report of the Assistant Director of Environmental Services.
The recommendations relate to ways that the Committee thought the administration and promotion of the scheme can be improved with additional monitoring within the north zones.
Not all the proposals are agreed. Investigating exemptions from parking permit charges for residents on income-based benefits will divert parking services away from the need to process outstanding traffic orders and if implemented could adversely impact on income streams.
Alternatives considered and why rejected
It would be possible to not respond to the Overview and Scrutiny Committee’s recommendations. Clearly this would not be a positive action from me and is not recommended.
The request to investigate exemptions for residents receiving state benefits could be agreed but would prevent parking services staff undertaking other duties including the bringing forward of outstanding traffic orders.
