MINUTES OF THE REGENERATION AND SUSTAINABLE COMMUNITIES OVERVIEW AND SCRUTINY COMMITTEE MEETING HELD ON TUESDAY 11 NOVEMBER 2008

PRESENT:            Councillors Sherreard (Chairman), Batt, Butler, FitzGerald, English, Nelson-Gracie, Paine and Ross.

 

APOLOGIES:        Councillors Beerling and Thick.

 

89.              Web-Casting      

 

Resolved:   That Agenda Items 1 to 8 be web-cast.

 

90.    Notification of Substitute Members

 

It was noted that Councillor Butler was substituting for Councillor Thick.

 

91.    Notification of Visiting Members

 

It was noted that Councillors Greer and J A Wilson were visiting Members with an interest in the Enforcement of Planning Conditions and Compliance with Section 106 Agreements Workshop with Parish Councils.   

 

92.    Disclosures by Members and Officers

         

Councillors English, FitzGerald, Nelson-Gracie and Sherreard declared a personal interest in the Enforcement of Planning Conditions and Compliance with Section 106 Agreements Workshop with Parish Councils by virtue of the Parish Councils in their respective Wards.

 

93.    Exempt Items

 

Resolved:   That all items on the agenda be taken in public as proposed.

 

94.    Minutes

         

Councillor Batt asked that her thanks to the Housing Options Manager, Kaks Chahal, in helping a resident be noted.

 

      Resolved:   That the minutes of the meetings held on 25 September 2008 and 14 October 2008 be agreed as a correct record and duly signed by the Chairman.

 

 

95.    Future Work Programme and Actions Taken Since Last Meeting       

 

The Overview and Scrutiny Officer discussed the future work programme with the Committee, highlighting that the Chief Housing Officer and the Housing Options Manager would be in attendance to respond to questions regarding the Choice Based Lettings Allocation Scheme.  The Committee was also informed that the Road Safety Working Group would be interviewing the Executive Director of the Parliamentary Advisory Council for Transport (PACTS), the Head of Kent’s Road Policing Unit and the Kent County Council’s Road Safety Development Team Leader on Monday 24 November. 

 

Resolved:   That the future work programme be noted.

 

96.    Enforcement of Planning Conditions and Compliance with Section 106 Agreements Workshop with Parish Councils

 

          The Committee undertook a workshop with Parish Councils to discuss their experiences and expectations of the Enforcement of Planning Conditions and Compliance with Section 106 Agreements.  The draft notes of this workshop are attached at Appendix A.
