Report of: Overview and Scrutiny Officer

 

1.           Introduction

 

1.1.      The Task and Finish Scrutiny Panel has been appointed by the Regeneration & Economic Development Overview and Scrutiny Committee to take on the advisory function to the Executive during the Local Development Document process as well as the role of Overview and Scrutiny within the policy framework process.

 

2.        Recommendation

 

2.1    The Scrutiny Panel is requested to consider the Cabinet Report and Local Development Scheme 2011 attached at Appendix A. The Cabinet will meet on 12 October 2011 to consider the document for submission to the Secretary of State, in accordance with Regulations 10 and 11 of the Town and Country Planning (Local Development) (England) Regulations 2004, as amended 2008 and 2009.

 

3.           Local Development Scheme 2011

 

3.1     The Council is required to produce a Local Development Scheme, which sets out the range of development plan documents it is proposing to prepare together with a work programme over a minimum three year period.  Although there is no duty to include a programme for the production of supplementary planning documents (SPDs), the identification of key SPDs that are a priority to deliver Core Strategy policies provides clarity for the public.

4.           Impact on Corporate Objectives

4.1    The new Strategic Plan 2011-15 sets out a priority for Maidstone to have a growing economy’ and ‘to be a decent place to live’. The Local Development Scheme 2011 with its supporting documents is a priority for the Council.
