Apply for a personal licence

A personal licence authorises a specified person to supply alcohol or allow the supply of alcohol at a premise which has a valid premises licence. Personal licences are needed to supervise the sale of alcohol in any premises – including pubs, off licences, restaurants and hotels.

You must apply to the council for the area where you live, not the council where you work.

  • Your basic Disclosure and Barring Service (DBS) certificate
  • Your personal licence qualification and
  • Two passport sized photos

If either your licence card, paper licence or both have been lost or stolen you must report this to the police and to us.

The Licensing Authority offers a pre-application advice service. This advisory service is chargeable. The advice is a bespoke service for licensing applications. The aim is to help applicants and respond to challenges that may arise during the process. Advice cannot pre-determine the outcome of any licensing application, particularly if representations are received and brought before the Licensing Sub Committee.

Variation and Removal

Only the premises licence holder can apply to vary the person named for the role of Designated Premises Supervisor (DPS). The nominated person must sign a consent form which must be submitted with the application, otherwise the application will not be valid.

If you no longer wish to carry out the role of Designated Premises Supervisor but an application to vary the licence has not been made, you can request that your name is removed from the licence.

Interim authority notice

An Interim Authority Notice must be submitted if a holder of a premises licence dies, becomes insolvent or becomes mentally incapable. An Interim Authority Notice will allow premises to trade until the licence can be transferred.

You must inform us if the holder of a premises licence dies, becomes insolvent or becomes mentally incapable. You can apply online by visiting the GOV.uk website.

Notification of interest

If you are the freeholder, leaseholder or occupier of a property which has a Premises Licence, then you may notify us of that interest and we will advise you when an application is received in respect of these properties.

If you’re a freeholder, leaseholder or occupier of a property which has a Premises Licence, tell us and we can inform you of new Premises Licence applications affecting these properties. You can apply online by visiting the GOV.uk website.

To transfer a premise licence to you from the existing licence holder, you must apply to formally amend the licence. You can do this using our online form.

Make changes to my licence

You need to notify us of changes to an existing licence, such as a change in name or address of the premises licence holder. You can do it by post using our Change of Details form, or online.

Apply for a temporary event notice

You'll need to apply for a permitted Temporary Event Notice (TEN) if:

  • You wish to lawfully carry out licensable activities at premises which do not have a premises licence or club premises certificate
  • The activity or the times at which it is to be carried out are not specified on an existing premises licence or club premises certificate

Licensable activities (subject to certain exceptions) are:

  • The sale and supply of alcohol.
  • Regulated entertainment (i.e. music, singing or dancing).
  • Provision of late night refreshment.

The guidance notes provide further information about TENs including the licensable activities, application process and fee, limitations of use and who can object to a TEN. You should consider this guidance before making the application.

We must receive the application at least 10 working days before the event is due to take place in order for us to issue a Standard Temporary Event Notice.
