Business Rate Pooling

Summary of Decision:

Discussions are under way between the Kent Councils to review whether to establish a business rates pool for 2014/15. Any proposal will need to be submitted to Communities and Local Government by 31 October. This report sets out the background and seeks Cabinet agreement to delegate a decision on whether to enter a scheme to the Director of Regeneration & Communities.

Reason why it is impractical to provide 28 clear days’ notice of the decision:

 

A formal application to the Department for Communities and Local Government is required by 31st October 2013. The potential application is still subject to conclusions on membership and governance arrangements however this decision is required urgently to enable officers to meet that deadline should the final outcome indicate a benefit to the Council.
