Reason why it is impractical to provide 28 clear days’ notice of the decision:

 

The process by which Council approves the budget and sets the level of Council Tax for 2014/15 must be completed in time for the new financial year and in time for the distribution of Council Tax bills prior to the commencement of the year, as per the Local Government Finance Act 1992 as amended by the Localism Act 2011. To achieve this Cabinet must consider this report to agree the recommendations it will make to Council on 5 March 2014.
