45.        Regulated Entertainment - A Consultation Proposal to examine the Deregulation of Schedule One of the Licensing Act 2003

 

The Committee considered the report of the Head of Democratic Services setting out a suggested response to a consultation from the Department for Culture, Media and Sport proposing to examine the deregulation of Schedule One of the Licensing Act 2003 relating to regulated entertainment.

 

Members expressed their concern about deregulating events for under 5,000 people. This figure was felt to be too high, especially with regard to potential multiple events at neighbouring outdoor sites, no notification of the events and attendees consuming their own alcohol. All of which could have a significant impact in an area.

 

RESOLVED: That the proposed responses to the questions set out in the Department for Culture, Media and Sport consultation proposal to examine the deregulation of Schedule One of the Licensing Act 2003 relating to regulated entertainment as set out in Appendix B to the report of the Head of Democratic Services be approved, subject to the response being amended to include wording about agreeing deregulation of a smaller number (up to 2,500) would be acceptable; indicating concern about the larger numbers due to no notice of events occurring ,potential multiple events outdoors and attendees consuming their own alcohol which could be a problem and have a significant impact.
