Response to the Report of the Overview and Scrutiny Committee - Recommended actions arising from the review into the Water Management Cycle

Purpose:

To consider the recommendations made by the Overview and Scrutiny Committee arising from the review into the Water Management Cycle.

Decision:

That the response to the Overview and Scrutiny Committee’s recommendations from the ‘Water Management Cycle Review’, be approved.  

Reasons for the decision:

The Overview and Scrutiny Committee (OSC) created the Water Management Cycle Working Group, to carry out a review into the Water Management Cycle. The review took place between October 2022 to March 2023. A total of 20 recommendations were made to the Cabinet.

 

Having received the initial report of the OSC, the Cabinet issued a response via the completion of the Overview and Scrutiny Recommendation Action and Implementation Plan (SCRAIP). The SCRAIP included advice from Officers and was unanimously approved by the Cabinet.

 

The SCRAIP will be presented to the next meeting of the Overview and Scrutiny Committee, as per the protocol contained at Rule 13.3, Part C2 of the Council’s Constitution. 

 

Alternative options considered:

There were no set alternative options given to the Cabinet in producing a completed SCRAIP in response to the OSC’s recommendations.

 

As the decision-maker, the Cabinet was able to consider, amend and/or reject the recommendations, and have largely agreed the recommendations subject to some amendments highlighted in bold within the published SCRAIP. Officers provided advice on each recommendation for the Cabinet’s consideration.

 

The Cabinet expressed that many of the recommended actions were already being delivered through existing building regulations and were conducted by the Council as part of its day-to-day business. For example, public engagement on rainwater harvesting was conducted through the Biodiversity and Climate Change Action Plan, i.e., the Council’s Eco-Hub.
