All Members stated
that they had been lobbied.
The Committee
considered the report and the urgent update report of the Head of
Planning and Development.
Mr Spooner of the
Bearsted and Thurnham Society (an objector), Mrs Scott, for the
applicant, and Councillor Cuming (Visiting Member) addressed the
meeting on this application and associated application
14/506738.
Contrary to the
recommendation of the Head of Planning and Development, the
Committee agreed to refuse permission.
In making this decision, Members felt that the
proposed development would cause harm to the setting of the Grade
II listed Barty Nursing Home and to the
fabric of the curtilage wall.
Notwithstanding the lack of a 5 year housing land supply, it was
considered that the benefits of the development were not sufficient
to overcome the harm identified.
RESOLVED: That
permission be refused for the following
reason:
The
proposed development would cause harm to the setting of the Grade
II listed Barty Nursing Home and to the
fabric of the curtilage wall.
Notwithstanding the lack of a 5 year housing land supply, it is
considered that the benefits of the development are not sufficient
to overcome the harm identified.
