From
this year 2009/10 each Team Leader in Community Delivery will prepare a winter
service district plan based on the attached template. This will ensure that we
are able to provide a more consistent approach to delivering a high quality
winter service across the county. It also provides a robust approach whereby
any TL/Engineer should be able to pick up a copy for any district and be able
to run with it. So, all 11 handbooks should be identical format and have
similar content.

2. Winter service procedure
During
normal working hours the District Manager will deal
with all winter service matters, including managing
local action in snow/ice emergencies. The Duty
Officer (DO) will
assume control out of hours. District
Manager (DM) will also ensure that
adequate support is provided to DO out of hours in emergency
situations and that a suitable handover briefing
takes place at the start and
end of the normal working day. See aAppendix 1 for personnel
roles in WS.winter
service.
2.1 The Duty
Officer will commence duty at 1217.00
hours on Friday Monday until
098.00
the following MondayFriday
and will be responsible for all the actions below. Assistance will be given
but the ultimate responsibility will be with the Duty OfficerDO.
2.2 Immediately after 1400 hours daily the weather forecast/information will be available on email/telephone on 01622-XXXXXX. (Update forecasts may be available at 21.30 hours each day, or when issued.)
2.3 Instructing
and recording actions –The Duty OfficerDO will record
action taken on the Winter Service action sheet (attached as Appendix 21).
Email to Enterprise; this will instruct them of the action that is needed.
Provide as much detail as possible on the form. In the event that additional
actions are needed, confirm by phone with the Enterprise Duty Supervisor. If,
in the opinion of the duty officer, or on a site check, different action is
taken to that recommended by the Winter Duty Officer (WDO), please inform the
WDO. Enterprise will be informed directly of the main action. Duty Officer
will decide and instruct on any other action needed.

winter service action template sheet should
also be copied by email to email should
also be copied to the relevant Priority Response Officer, District
Manager and Highway Manager. The PRO will ensure that a WAMS order is raised
as soon as practicable. The PRO will save the form in the designated folder on
the KCC IT system.
2.4 At weekends/bank
holidays the winter forecast/action will be sent out atout at 14.00 hours or soon
thereafter. In the event that a forecast is not received the DOIf not you are
to will phone the KCC forecast on 01622-221077
XXXXXX to receive forecast and
instructions.
2.5 If there are any changes, iei.e.
rain, contact the Enterprise Winter Duty Supervisor Ringway
Winter Service Duty Officer as
soon as possible to cancel/ amend the instruction and inform the WDO

A
snow/ice emergency can only be declared by a Highway Manager (HM). In the event
of a snow/ice emergency being declared by the HM, strategic action should
considered, iei.e.
opening an Emergency Room and
callingand calling in other staff etc.
2.72.6 In
a declared snow emergency the priorities are 1ryprimary
routes, 2rysecondary routes, recorded snow clearance
priorities and finally anything reported by the public etc. All public reports
are to be logged on the appended agreed spreadsheet (Appendix 3). this will usually
be completed by the operations team who
will also ensure that these enquiries are entered into the WAMS system and
followed up accordingly.

8.
10.Snow clearance priorities, with
details by town/area in priority order
i.e.
emergency service locations, rail/bus links, schools, walking bus routes,
shopping areas, doctors’ surgeries etc.
In the event of snow or ice, Maidstone will bring into effect its Local Winter Service Plan with staffing levels appropriate to the emergency. Pre-planned salting or emergency salting on precautionary salting routes shall be carried out as required and in accordance with the Winter Service Plan.
Highway Managers shall manage the response for dealing with ice / snow on links to urban centres, villages and hamlets beyond the primary or secondary precautionary salting route network, with priority given to bus routes. Consideration will be given to links to schools (in term time), stations, medical centres, doctor’s surgeries, residential homes, cemeteries, crematoria and industrial, commercial and shopping centres. Below is the Maidstone priority list of key areas that will be considered during an emergency.
Pavements
During snow days arrangements will be made to clear pavements in key town centre and other areas as identified and agreed by District Council and KCC staff. The prioritised pavements/footways are identified in this document.

agreements/actions with Districts/others
Maidstone Borough Council (MBC) have approx 100 staff that could be available to KCC if a snow emergency is declared and MBC are unable to carryout their normal business. Plant that MBC have available includes a small gritter / JCB / access to tractors & trailers / various 4x4 vehicles. MBC is also able to store a quantity of salt / sand at their Bircholt Depot at Parkwood.
If MBC do not suspend their service and there is snow / ice clearing to be undertaken, then KCC will take action working to the priority list or as directed by the District Manager.
A plan has been drawn up for Maidstone Town Centre footways listing the priorities and the areas Maidstone Borough Council will cover in the event of a snow emergency. In addition a number of the key shopping areas outside the town centre may be covered by Maidstone Borough (Maidstone looking at agreements). At least one footway to be provided in each road, if resources permit footways may be cleared simultaneously. KCC to provide Sand / Salt mix for footways.

Personnel Roles
Duty Officer (DO), is the Duty Officer who assumes responsibility for winter service out of hours and is usually the same DO that would deal with all out of hours calls.
Winter Duty Officer (WDO) is the KCC officer who receives weather forecasts and decides the appropriate salting actions.
Enterprise Winter Duty Supervisor ( EWDS) is the Enterprise officer who arranges the Enterprise out of hours WS actions
