Introduction:

 

Bold Steps for Aviation is a discussion paper from Kent County Council, which suggests how the UK's aviation capacity needs could be met without the need to develop a new hub airport in the Thames Estuary. It is intended to contribute to the national debate and is published in response to the recent proposals from Lord Foster and the Mayor of London.
