Decision:

That the Planning Department agrees to defer payments on s106 agreements for this financial year subject to specific requests to do so and sufficient justification being provided that specifically relates to Covid-19 impacts.

Reasons for the decision:

The Planning Department has received a number of requests by developers to defer some specific s106 payments due this financial year because of the impact of Covid-19 on the construction industry from the shut-down of sites, inevitable slow progress when work recommences, coupled with the likelihood of a deflated housing market for at least the short to medium term so there is likely to be significant pressure on cashflow. Each request will be assessed on its merits and the Head of Planning is generally agreeable to deferred payments until the start of the next financial year due to these impacts. It is also the case that the pressure on the relevant infrastructure to which the monies will be going from the new houses/occupants will also be delayed.
