That the proposed
responses to the consultation, as set out in Appendix B of the
report dated 17 February 2016 be agreed for submission with the
response to question 3 amended to read as follows:

that it should be retained. The current
measure, through a recognised and reconciled return to central
government, creates consistency and reduces the risk of error or
fraud in the calculation. The results
