There were no apologies for absence.

There were no Substitute Members.

It was noted that Councillor Powell was in attendance as a Visiting Member to take part in the joint discussion on Agenda Item 9 as a Member of the Licensing Committee.

There were no disclosures by Members or Officers.

There were no disclosures of lobbying.

RESOLVED:  That the items on the agenda be taken in public as proposed.

RESOLVED:  That the Minutes of the Meeting held on 14 November 2013 be approved as a correct record and signed.

RESOLVED:  That the Minutes of the Meeting held on 19 June 2014 be approved as a correct record and signed.

The meeting was adjourned to allow for the Head of Housing and Community Services to introduce his report on the future role of the Licensing Committee 2003 and Licensing Committee and for Members of both committees to raise any questions.

At the conclusion of the Licensing Committee, the Licensing Act 2003 Committee reopened and it was proposed by Councillor Mrs Parvin and seconded by Councillor Mrs Grigg that it be:

RESOLVED to RECOMMEND to Council that:

(a)  it agrees to combine the Licensing Act 2003 Committee and the
    Licensing Committee into one functioning committee called the 
  Licensing Committee;

(b)  that the size of the new Committee be set at 12 Members to allow
  for cross party representation if possible; and

(c)  it delegates all permitted licensing functions to the new Licensing
  Committee.
