Leeds Langley Safeguarding Area

Policy LPR1 of the Maidstone Borough Local Plan 2017 requires the Council to undertake a first review of the Local Plan with the matters needing to be addressed, amongst others, being; whether the case for a Leeds-Langley Relief Road is made, how it could be funded and whether additional development would be associated with the road and the alternatives to such a relief road.

The Council went out to consultation on the Regulation 18 preferred approaches consultation on 1st December 2020 with the consultation closing on the 8 January. The Preferred Approaches document and erratum’s can be found here

Policy SP5. 2) of the Preferred Approaches document states that a potential strategic development location will be safeguarded for delivering a new Leeds Langley Relief Road. Policy SP5(a) sets out the reasoned justification for the policy.

Policy SP5(A) relates specifically to Development in the Leeds-Langley Corridor and includes an area of land safeguarded for this purpose (see page 85 of the Preferred Approaches Consultation)

It states:
Development Land within the corridor, as defined on the policies map, will be safeguarded
for potential future delivery of a new highway linking the M20 junction 8 with the A274. This
is an indicative area of search to facilitate further work between Regulation 18 and
Regulation 19 production stages to enable conversations on potential safeguarding between
MBC, KCC and relevant developers and landowners. As part of a wider transport strategy
alternatives to a potential relief road will also be considered.


Development proposals which come forward in the defined corridor will be assessed for
their potential to prejudice the delivery of a new highway. Proposals for new residential and
commercial development coming forward in the defined corridor will need to be
accompanied by a masterplan demonstrating how the development of the site potentially
contributes to and does not inhibit the delivery of a Leeds Langley relief road.

As the Regulation 18 document is a material consideration for planning applications that fall within the safeguarded area, Maidstone Borough Council will be consulting KCC Highways on all applications that fall within the safeguarded area. Should KCC Highways confirm that a masterplan is required to accompany the planning application demonstrating how the development of the site potentially contributes to and does not inhibit the delivery of a Leeds Langley relief road, then your case officer will be in touch with you requesting the submission of a masterplan. Your application will be held in abeyance pending the submission of the masterplan and you will be requested to agree an Extension of Time to cover the masterplan submission and assessment of the application.
