Primate licence


From 6 April 2026, you must have a licence to keep a primate. If you keep a primate without a licence, you will be committing a criminal offence. You could get:

  • an unlimited fine
  • the primate removed
  • up to six months in prison

New regulations

The Animal Welfare (Primate Licences) (England) Regulations 2024 will come into force on 6 April 2025.

The rules make sure all primates in England are kept safe and well. They must be kept to a high standard, like those in a zoo. Inspectors will visit private keepers to check that the standards are met.

If you are already a primate keeper, you have until 6 April 2026 to meet the new welfare standards.

Everyone who keeps a primate or wants to keep one must have a licence. A licence can last up to three years. Checks will be made during this time to make sure that welfare standards are still being met. You can only renew your licence if you pass the checks.
