Fit and proper persons register


Caravan site owners or licence holders must apply to be included on the fit and proper persons register. This is a requirement of The Mobile Homes (England) Regulations 2020.

This helps to improve the standards of caravan site management and make sure that owners are following the best practice. Local authorities must make an assessment to check that the owner or manager is fit and proper person.

Who should apply

You must apply if your site is used as a permanent residence. Owners of sites used for both residential and holiday purposes also need to apply.

You do not need to apply if:

  • the site does not allow caravans at certain times of the year
  • the site is only used for holiday purposes
  • it is a non-commercial family site

How to apply

Site owners must complete an application for themselves or the site manager. The application costs £290.

To be added to the register, you must be able to:

  • show good management
  • show financial arrangements
  • provide a Basic Disclosure Barring Service (DBS) check dated no more than six months before you apply

You can request an application pack by emailing communityprotection@maidstone.gov.uk.

What happens next

We will check your details and send you a letter with our decision. If you are unhappy, you may be able to appeal using the details in your letter.
