Committee considered the report, and urgent update, of the Head of
Planning and Development.
The
Committee considered the application and raised concerns about the
visual impact of the development from the public right of way, and
the harm to the important hedgerow that was proposed to be removed
as part of the access arrangements for the site.
Ms
Follett (for Objectors) and Mr Brown (for the Applicant) addressed
the Committee.
RESOLVED:
That the application is
refused.
Reason:
The proposed development by reason of its siting, access and
removal of hedgerow screening belt would result in harm to the
character and appearance of the countryside designated a landscape
of local value. This together with the open views of the site
from the
adjacent Public Right and Way and loss of biodiversity, would be contrary to the National
Planning Policy Framework 2012, the National Planning Practice
Guidance 2012 and Policies SP17, DM1, DM15 and DM30 of the
Maidstone Borough Local Plan October 2017.
